Private vehicle owners may get rebate on NGV change

Domestic Trade and Consumer Affairs Minister, Datuk Shahrir Samad, said that they have submitted a proposal to the Prime Minister’s Department to consider providing rebate for drivers to install NGV (Natural Gas vehicle) tanks. Due to that, private vehicle owners may get incentives to convert their vehicle to run on natural gas.

Currently, only 3% of privately owned vehicles in the country were NGV’s and most of them were taxis. According to Petronas chairman, Tan Sri Hassan Merican, the natural as price will remain compared to fuel price.

The Government planned to increase the number of natural gas stations from 70-odd to 100 this year. This is in conjunction to the Ninth Malaysian Plan, where the Government plans to build 200 natural gas stations.

Malaysian Government Support

Malaysian government encourage car owner to use NGV as their alternative fuel by giving incentive & legislation. The NV conversion kits are exempted from import duty and sales tax while road tac level is reduce by 50% for full NGV operated cars & by 25% for half NGV operated cars ie. Bi-Fuel (Petrol & NGV) & Dual-Fuel (Diesel & NGV).

NGV Definition

NGV is an abbreviation of Natural Gas Vehicle which involved natural gas as vehicle’s alternative fuel. This natural gas can power existing cars by converting the engines to a bi-fuel capability which requires installling a tank, fuel pressure regulators and fule lines.

How NGV works

  1. Natural gas is compressed & enters the vehicle through the natural gas fill valve (receptacle).

  2. Natural gas flows into high-pressure cylinders located in or under the vehicle.

  3. In a bi-fuel NGV, a fuel selector on the dash permits selestion of natural gas or gasoline. (A dedicated NGV operates solely on natural gas.).

  4. When natural gas is needed by the engine, it leaves the cylinders and passes through the master manual shut-off valve.

  5. The gas goes through the high -pressure fuel line & enters the engine compartment.

  6. The gas enters regulator, which reduces pressure from up to 3,600 psi to near atmospheric pressure.

  7. The natural gas solenoid valve allows natural gas to pass from the regulator into the gas mixer or natural gas fuel injectors. (Or, it shuts off the natural gas when the engine is not running or when, in the case of bi-fuel vehicle, gasoline is selected).

  8. In a bi-fuel NGV, natural gas mixed with air flows down through the gasoline carburetor or fuel injection system & enters the engine’s combustion chambers. In a dedicated NGV, natural gas is injected into the engine’s combustion chamber via specially designed natural gas fuel injectors.

  9. In a bi-fuel NGV, when the driver selects gasoline, the conventional gasoline system is activited & natural gas system is automatically shut off.

NGV Benefits

  1. Natural gas which was produced by NGV is safer than original fuel.

  2. Natural gas cost are lower than gasoline.

  3. Natural gas is convenient & abundant.

  4. Natural gas prices have exhibit significant stability compared to oil prices.

  5. Natural gas requires a lower maintenance costs.

NGV (CNG) Stations

There are currently 39 stations in Malaysia serving CNG (Compressed Natural Gas) for 15,000 plus NGV cars. According to a report by IANGV, there will likely be 90 stations by end of 2009. The stations are as below:
